I have been busy cleaning up errors and double entries in my places list. My problem is when I have two of the same names, such as Virginia. They won't merge, what am I doing wrong?

If there are 2 places, there must be some difference between them.
Find the one that is correct.
Double click it to open the editing window
Copy the entry
Close the editing window
Double click the other one
Paste in the correct copied text
Now you will have a single correct place name

I have quite a few places with no differences that I would like to condense into one where it doesn't work. As an example, the attached screenshot has a list of three different places where I cannot merge the entries.
