I'm getting back to using Reunion seriously and I noticed I can only add media for an individual in either an event or fact. Am I correct? If so, what would be the best way to add something like a WWI or WWII Draft registration card.

When you start with media links to events or facts then that media sidebar pane no longer has a place to drop general media. You can always add files to general media locations by dropping the files on a person's button for a person, the marriage field for a couple, or by using one of the other methods in the manual. Once the general media location has been populated it will be available in the sidebar. -
Thanks for taking time to reply, but this doesn't really answer my question. What's the best way to add media to an individual that doesn't have an Event or Fact type? Again can media only be added to Evnts or Facts? Still learning to use Reunion.Comment

No, media links to Event and Fact locations were added in Reunion 14 but the ability to link to a person's General location is still there. If you decide that you don't want to use a separate event field to document a draft registration card, simply link the file to his General media location. There could be a variety of items that you don't feel warrant their own fields. Refer to the manual for Adding Media Items.
