Is there a way to create a report listing all relatives who are marked by a Flag, say, 'Military' or 'Clergy', OR by another user-created Flag?

Simply go the the Find View and make the search condition Flags->[flag to search on] Checked->Yes. You can then use the share button to make a report.

Should read more closely!

A ways below the condition is a popup menu that might be showing "And". Change it to "Or" and the logical operator checkbox below the condition will change too.
