How should I add a half sister born out of wedlock to another woman, not the spouse of the father?

You add the mother as a spouse to the father and set the Marriage Status to Unmarried. This will create a family card for the couple. Add the daughter to that family card.
This will make the daughter a half-sister to the children of the father and his other spouse(s).
