There's a lot of ways, but my preference is to click on the Multimedia heading in the Navbar to activate the Multimedia sidebar. From there, you can click on the plus sign for a person and then navigate to the desired picture file in the window that opens. You can also drag pictures directly to the Multimedia sidebar.

Recommend that you read up on the subject. Click question mark at bottom left of Reunion window. Then click on book icon and choose Multimedia from the list of subjects. You will also be able to see what actions you can perform once you have added a photo. Enjoy!
