I've tried to create a web folder I can share with others on Dropbox but have had no luck. Using the steps described in this FAQ I keep getting only folders and files. What am I missing?

What you're seeing is normal when viewing the web project via the Dropbox website. You won't be able to view the web project through the Dropbox website - Dropbox no longer allows web pages to be served up via their service.
The people you're sharing the web project with will need to have their own Dropbox account and download the web project to the Dropbox folder on their computer, then open it from that folder (not from the Dropbox website), as described in the FAQ you linked.
