Try the Ohio Historical Society. I don't know if they have what you're looking for, but they have some prison records available for a fee.

If you are looking for current incarcerations, go to:
http://www.drc.state.oh.us/OffenderSearch/Search.aspx

AncestorHunt has quite a few past and current:

Those are all free and should get you going in the right direction.

At least in NY state, one can search at (http://nysdocslookup.docs.state.ny.us/kinqw00) to see where an inmate is, what they were/are in for, etc. You get the inmate serial number, name, sex, DOB, status, facility where they/were held and race.
