I don't seem to be able to use the Character Palette with Reunion. Is there another way of getting in accented and other non-keyboard characters?

Sure. Every character can be written FROM the keyboard.
I have no idea which ones you want but as an example
é is option-e plus e (or a o u i for áóúí), ü is option u plus u (or a o u i e for äöüïë
They might require a little learning but if you use them in enough places they rapidly become second nature.
That said there are problems with characters which can NOT be produced from the US keyboard like barred l which so far as I can tell can't be input into a Reunion page without a lot more work than necessary. This is why the promised (you did, didn't you Frank?) Unicode support in the next version is important.

Character Palette is unavailable in Reunion because Reunion doesn't support Unicode yet -- just MacRoman. Likewise, the reason you can't get Polish ł in Reunion is that that character isn't in the MacRoman character set (actually, you could use an old Mac Central European font for this -- others have reported success). I'm looking forward to Reunion joining the modern world with Unicode support in version 9. :)
So to get back to your question...you can see what characters are where by using Keyboard Viewer, which replaced the Key Caps application as of Mac OS X 10.3 (Panther). Keyboard Viewer can be enabled in the International pane of System Preferences (also turn on the Input menu while you're there).
And if all else fails, you can copy and paste text from another application. As long as it's got no characters that are outside the MacRoman set, it should wind up unscathed in Reunion.

It's shareware (US$30) and I've found that to be good investment.
